A bill sponsored by the Senator representing Delta North Senatorial District, Senator Ned Munir Nwoko, seeking to establish the Institute for Leadership, Entrepreneurial and Corporate Governance, has passed its first reading on the floor of the Senate.
The bill, cited as the Institute for Leadership, Entrepreneurial and Corporate Governance (Establishment) Bill, 2025 (SB. 921), was presented during Wednesday’s plenary session at the National Assembly.
The proposed legislation aims to institutionalize structured training and certification in leadership, entrepreneurship, and corporate governance across Nigeria’s public and private sectors. The institute, to be sited in Agbor, Delta State, is envisioned as a national center of excellence for nurturing ethical, visionary, and competent leaders.
According to the preamble of the Bill, the proposed institute will “address the critical needs in leadership, entrepreneurship, and corporate governance,” with the goal of enhancing organizational effectiveness, economic growth, and good governance practices.
Senator Ned Nwoko, who has been a consistent advocate for institutional reforms and capacity building, explained that leadership and governance failures in many parts of Nigeria stem from the absence of structured mentorship and value-based training. The institute, he noted, will fill this gap and equip leaders at all levels with the tools to serve effectively.
The Bill’s passage for first reading marks the beginning of its legislative journey, as it will now proceed to second reading where the principles and merits will be debated by lawmakers.
