Environmental Sanitation: DTSG Embarks On Mega Exercise

By Anita Uche- Ugbejie Chukwuma

Delta State Government has carried out the planned  Environmental Sanitation Exercise with strict enforcement of  environmental laws in Ndokwa East and Ndokwa West Local Government areas of the state.

This was in addition to the monthly environmental sanitation exercise, held today Saturday, June 24, 2023 across the state.

The Permanent Secretary in the Ministry of Environment, Dr (Mrs) Minnie  Oseji, who led a special sanitation team for the exercise to the two Local Governments Areas, said the present administration of the state governor, Rt. Hon. Sheriff Oborevwori, would not tolerate any negligence of environmental laws, adding that the ministry had stepped up modalities to ensure environmental sustainability of the state.

Dr. Oseji expressed satisfaction  with the sanitation compliance of the people in Ndokwa East and Ndokwa West Local Government areas, but condemned the unwholesome attitude of some residents who failed to participate in the exercise after much public enlightenment on it.

She stated further that the idea of the mega sanitation exercise was in line with the  continuity of the initiative of the immediate past  Commissioner for Environment in the state, Chief Godspower Asiuwhu (JP), who also had led the team for special sanitation exercise to Ughelli, Warri South, Uvwie, Ika South and Ika North East Local Government areas.

Dr. Oseji said there was the need for people to register with private sector participants to evacuate their refuse to the designated dump sites, adding that the ministry would soon embark on an “operation show your receipt.” on such registration in the state.

She maintained that it was the responsibilities of the people to keep their surroundings clean to avoid the transmission of deadly diseases and the menace of rodents and reptiles, adding that the state government could not do it alone.

While commending the Chairmen of the two Local Government councils for mobilising their environmental health and task force departments for the exercise, she advised them to always encourage their people and ensure that every sanitation day was observed in the localities.

Dr. Oseji who also donated refuse baskets to the local governments, stressed the need for proper waste disposal by bagging refuse before disposing such.

At Ndokwa East, an official of the council in charge of environmental issues said compliance to environmental sanitation exercises was always high in the area, adding that there were four points for refuse collection and proper disposal at Ashaka Market, Aboh, Ibrede and Asaba Ase.

Speaking at Ndokwa West, Head of Department of Environment in the council, Dr. Olise Famous, said the coming of officials of  the ministry had promoted the exercise greatly in the area, adding that Chairman of the council, Dr. Obi Nzete, was an environmental friendly person and had earlier commenced de-siltation of  drains for easy flow of rain water in the area.

Some of the residents in the locality commended the ministry in embarking on the mega exercise, adding that it would continue to encourage them to clean up their surroundings.

The Director of Sanitation Management in the ministry, Mrs Franciscan Antigan, had earlier advised the people to always separate plastic materials from solid wastes for recycling and register with recycling companies to make money from their wastes.

Some defaulters were arrested by the enforcement team and handed over to the special environmental mobile court for prosecution.

Delta State Journalists Frown At Unbearable Attitude Of Okowa’s Media Managers

All is not well with the immediate past governor of Delta State, Dr. Ifeanyi Okowa, following the lackadaisical attitude and poor treatment of journalists by his media aides.

In a Communique’ issued on Thursday June 22, 2023, at the well attended emergency Congress of Indigenous Correspondents’ Chapel (ICC), held at the Chapel Secretariat in Asaba, the State capital, the Chapel noted that the media aides of the former governor failed woefully in the discharge of their duties.

According to the Communique’, “Congress in session frowns at the divide and rule attitude of his media managers, which seemingly made a select few chapels superior to others.

“Congress-in-session notes with dismay, that over the years, the lndigenous Correspondents’ Chapel which is the strategic link between government and the grassroots, has consecutively and flagrantly been marginalized in the scheme of things, especially in the coverage of major government activities.

“Congress-in-session condemns strongly, in one voice, our denial of benefits assured us by immediate past Governor, Senator Dr lfeanyi Okowa, CON, due to the deliberate inaction of the former Governor’s media managers.

“Going forward, Congress in session, appealed for equal treatment from the present administration’s media managers, judging from our very strategic role as community based media in Delta. Even our brand new Governor, His Excellency, Rt. Hon. Elder Sheriff Oborevwori, is described as a man of EXCESSIVE LOCAL CONTENT, just like lndigenous Correspondents’ Chapel!

“Congress-in-session commends His Excellency Governor Sheriff Oborevwori, for appointing one of our finest veterans, Sir Festus Ahon, as his Chief Press Secretary (CPS). We pledge to cooperate with him in the area of dissemination of information on government’s policies and programmes.

“Congress-in-session passionately appeals to His Excellency the Governor, to kindly consider appointing a member of lndigenous Correspondents’ Chapel as part of his media team, in order to oversee the affairs of community based media in Delta State”, the Communique’ stressed.

Road Crashes: FRSC Implores The Help Of All Stakeholders

Federal Road Safety Corp (FRSC), Delta State command, led by Sector commander RS.5.2 Corp Udeme Bassey Eshiet has implored the help of all stakeholders to join in the fight against Road crashes.

So far there’s been a reduction in road crashes but we would prefer to take it down even more.

According to the sector commander “We are doing everything necessary to reduce overloading, overloading will cause imbalance in vehicles, increase the number of casualties if there’s a road crash, we are in partnership with armed agencies to work at night to reduce haulage cars (trucks) from carrying people, Regardless,  we also have the challenges of not being armed.”

Corp Udeme made these statements during a courtesy visit by members of Indigenous Correspondents Chapel (ICC) of the Nigeria Union of Journalists, Delta state council at his office in Delta State, Ibusa.

Corp Udeme further noted that ” We need the media to join hands with us to help us propagate our messages, we urge you to carry our messages to the grassroots for safer roads in the state”.

While speaking on the activities of the Corp Udeme disclosed that “we offer much to the public beyond what they imagine, we carry out public enlightenment on the proper use of the road, we are currently embarking on the wet season driving, we hope to meet a large chunk of the people at public spaces like the church amongst others”.

He further disclosed that “we are also calling on manufacturers to put safety first in car production, while we are also calling on road contractors for more engagements to add our input as concerns safety on these roads; what causes road crashes are unsafe act and unsafe conditions, that’s why we carry out road audits and proffer solutions to the government”. Stressing that “let’s consider the use of bicycle to reduce the use of cars and by extension reduce pollution and road crashes and also explore the efficacy of water transportation to further clamp down the use of cars”.

Corp Udeme who happens to be the 20th sector commander of delta state while underscoring his accomplishments since emergence stated that “the first thing that greeted me when I came was the confrontation with the fact that people sleep at the Niger bridge every festive period.”

“I immediately did what I could to meet with the contractors of the second niger bridge, we went on a facility tour and discovered the bridge was completed , we did need assessments and saw to it that funds was what was keeping the bridge, so we raised a position paper to the president to let him know why we needed to open the bridge for the festive season, then the past minister came and accessed it and saw the need to take a stand with our position paper.”

“Eventually the bridge was opened for vehicular movement on a temporary basis and closed on 15th January, 2023, again I pushed for a permanent diversion, the permanent diversion you see today is the proactiveness of the corp both at the state and federal level. If you pass the bridge you see that the road is beautifully done and tempting for road users to want to over speed, but we are doing our best to curb that.”

Speaking further Corp Udeme hinted that FRSC also has number plates and drivers license of international standards,  “the recent innovation is that one has to go through a Computer Based test (CBT) after 20 modules training all of international standards to increase the value of our drivers license in the country.”

“We have also clamped down on the registration of unregistered bikes which has assisted the government in revenue drive.” He added.

Delta State Governor, Rt. Hon. Sheriff Oborevwori has commended Deltans for trusting the Peoples Democratic Party (PDP) with their votes, assuring that his administration would partner with the people to advance the state.

Oborevwori stated this on Sunday at the reception in honour of the Senator Representing Delta North Senatorial District, Senator Ned Nwoko at his Idumuje-Ugboko country home, Aniocha North Local Government Area of the state.

He commended Senator Nwoko for returning home to celebrate with his people and urged members of the National Assembly to always return home to be with their people.

“I want to congratulate you, Senator Ned Nwoko for coming home to celebrate with your people. For all the years I have known you, you have been a down-to-earth person.

“You relate with the common people, the middle class and the elite. Continue with what you are doing because that is what we need now, with the use of BVAS in our electoral system, no one can be neglected.

“You have won your election, remember that you are now representing the Anioma people not just members of the PDP and I know that you will represent them very well.

“You will not be among those politicians that would just stay in Abuja and not come home to their people. You have even displayed it now by coming home to host your people after your inauguration.

“I want to encourage you that as you go to Abuja, continue to come home and interface with your people and can I assure you that Delta state will move from this level to a higher level,” Oborevwori said.

On his part, Senator Nwoko expressed appreciation to the Anioma nation for electing him and thanked all for coming to celebrate with him on his successful inauguration.

He said he would work with the Federal Government to dredge the River Niger in order to solve the problem of erosion which has continued to endanger communities, lives and property in recent times.

The event was attended by the Deputy Governor, Sir Monday Onyeme, the Speaker of the State House of Assembly, Rt. Hon. Emomotimi Guwor, State PDP Chairman, Chief Kingsley Esiso, Senior Political Adviser, Senator Emmanuel Aguariavwodo among others.

Anaba was elected at the 2023 National Biennial Convention of the Nigeria Guild of Editors (NGE), holding in Owerri, the Imo State capital.

He succeeded Mr. Mustapha Isah of the Silverbird Group, whose tenure just ended. Anaba polled 250 votes to defeat his only opponent, Bolaji Adebiyi, formerly of Thisday Newspapers, who scored 81 votes.

In a statement by his Chief Press Secretary, Sir Festus Ahon, in Asaba, Oborevwori congratulated Mr Anaba for a well-deserved victory, adding that with his contributions to the Guild as Social and Publicity Secretary, he was destined to clinch the coveted seat.

The Governor lauded the theme of the Convention- “Post 2023 Election: Promoting Professionalism for Enhancement of Democracy and Good Governance,” saying it was apt and a good agenda setting for enhancement of democracy and good governance by National and Sub-National governments in the Country.

Oborevwori noted that the entire members of the Guild deserved accolades for electing Mr Anaba as President due to his invaluable and significant contributions to the journalism profession.

He further described Anaba as a role model who has proved his mettle in the profession, adding that his election was an inspiration to other journalists striving to make a name in the profession.

The Governor said: “On behalf of the Government and people of Delta State, I congratulate you, Mr Eze Anaba, on your election as President of the Nigeria Guild of Editors (NGE).

“It is my prayer that you will bring your robust wealth of experience in media management and huge contacts in the public and private sectors to bear, not only in advancing the course of the Guild, but the journalism profession in general”.

Okowa a Party Man, Didn’t Betray Southern Nigeria – Ifeajika

Immediate past Governor of Delta State, Senator Dr Ifeanyi Okowa, on Thursday, reiterated that he didn’t betray Southern presidency by accepting to be Alhaji Atiku Abubakar’s running mate.

He said his party, the Peoples Democratic Party (PDP) agreed to throw its ticket open because it was in the opposition to enable the party present a formidable candidate that could match the ruling All Progressives Congress (APC) candidate.

Okowa who spoke through his Media Adviser, Mr. Olisa Ifeajika at a news conference in Asaba, said once a Northerner emerged as the party’s candidate at a very transparent presidential primary election, he was duty bound by law to pick his running mate from the South.

Okowa who was responding to allegations raised by elder statesman, Chief Edwin Clark during an interview on Arise Television on Wednesday, said as a member of a political party, he was duty bound to adhere to the party’s decisions.

“First let me put it on record that Senator Okowa has immense respect for Chief Edwin Clark, our revered father, elder statesman, respected Deltan and a very loud voice in the country.

“So, whatever he says is important but we are worried that the issues that have been addressed over and over are still being revisited by our father, Chief Clark.

“Because it is coming from him, otherwise we would have said let it slide but we have to respond to him because of who he is,” he added.

On accusations of borrowing N150bn and diverting state government monies to fund Atiku Abubakar’s presidential campaign, Okowa said the allegations were spurious and unfounded, adding that all financial records during his tenure were transparent and accountable.

He said all funds that accrued to the state were deployed to develop the state with numerous projects and human capital development across the state.

“You are all aware of the N150bn loan as they called it and we have for the umpteenth time said that money is not a loan but a bridging finance and it remained so.

“It took the ingenuity of Commissioners for Finance in Oil producing states in the Niger Delta led by our own former Commissioner for Finance, Chief Fidelis Tilije to unearth the discrepancies.

“What was owed Delta was N240bn which the Federal Government agreed to pay on four quarterly instalment for 5years.

“We are aware that some states including Rivers, discounted and collected all their monies and started spending but because Okowa believes in rule of law, due process and diligence, he went to the House of Assembly to get approval to use part of the funds for some critical projects from the quarterly instalmental refunds.

“At a media briefing shortly before he left office, Okowa told the press that only N91bn was accessed from the N100bn bridging finance request. It is therefore, erroneous to assume that Okowa collected N150bn loan,” Ifeajika said.

On the allegations of owning a bank, Ifeajika said Okowa is known to be a medical doctor and politician and not a banker or business man, adding that no member of his family have any link with the bank.

“Okowa had earlier told the world that he has no personal business with the bank and no member of his family has any link with the bank.

“That a certain Okowa is a staff member of the Bank is his right to work in any bank and not because the bank is owned by Okowa’s family. The man started his banking career years ago in some other banks before going to Zenith Bank and now Premium Trust Bank.

“We would have thought that for a father that Pa E.K. Clark is, his role should be to build, to support those in authority at all times to build and do well, that should be the role of elder statesman.

“He should not wait at the end of their tenures because it has now become a norm that all the previous governors that ruled the state, while they will be in office they will be friends but when they leave our father will begin to pull them down and begin to say things that are not too right about his children that he saw into office.

“For us, it is unsavoury and not salutary. Okowa has been acknowledged roundly as having performed superlatively, Okowa braved the odds, broke the jinx and developed the oil producing creeks and communities in the state and the projects are there speaking for themselves.

“It is on record that Okowa empowered no fewer than 30,000 youths and took them off the street to become entrepreneurs and job creators.

“Delta State Government led the pack in youth empowerment and Delta under Okowa was number one in youth development; instead of lampooning and taking swipe at Okowa, he should be commended for taking Delta to greater heights,” he added.

On funds accruing to DESOPADEC, Ifeajika said the interventionist agency prepares its own budget every year outside the budget of the state.

The money that accrued to the state was used to develop the state and the records are there; Okowa has played his role, done his bit and has performed to the best of his abilities and should be left alone to enjoy his rest,” Ifeajika stated.

Oborevwori Cautions LG Chairmen Against Multiple Taxation

Delta State Governor, Rt. Hon. Sheriff Oborevwori has urged Local Government Council Chairmen to check the activities of revenue collectors to reduce the burden of fuel subsidy removal on the people.

Oborevwori made the call when the Association of Local Governments of Nigeria ALGON, Delta State Chapter led by Hon. Victor Ebonka, paid him a courtesy visit at Government House, Asaba on Wednesday.

He said that people were facing serious hardship following removal of fuel subsidy by the Federal Government and cautioned Council chairmen against multiple taxation and avoid taxing the people more at this critical time.

Oborevwori said; “funding remains a challenge in our local government councils. It is our hope that with the removal of the fuel subsidy, more monies will be accrued to the local governments and states.

“But until such happens, we urge you to be very prudent and creative in the management of your resources. Even though taxes are pertinent sources of council’s revenue, I want to assure you that the conflicting issues and laws will be handled.

“With the hardship we are facing now with this subsidy removal, I want to appeal to you to talk to your people, your agents and tax collectors not to impose unnecessary taxes on our people.

“There are a lot of expection from our people and at this time, we need to manage them, see how much we are buying fuel now. We are looking for how we can provide palliative for our people.”

He tasked the Councils to take seriously the issues of environmental sanitation and sustainability, adding that “operation keep Delta State clean is a collective responsibility of all.

“In the remaining months of your tenures, one issue I want you to treat with urgency, is sanitation. Last week, I went through the Warri/Effurun area, I called on the Chairmen of Warri and Uwvie Local Government Areas, and discussed with them.

“Every month you do your sanitation and there are provisions to do that; you must keep your environment clean. It is very important to educate our people on the benefits of keeping our environment clean,” he said.

He said local governments play important roles in the development of the grassroot and urged Council Chairmen to ensure proper management of their resources for the good of the people.

“As the third tier of government, the local government plays a very significant role in our democratic setting and political evolution; being the arm of government that is closest to the grassroot.

“I note with delight that the local government administration in the state has been characterised by peace and stability, in addition to strong synergy with the state government”.

The Governor further remarked that his administration would collaborate with local government councils to pay the backlog of pensions owed local government retirees and retired primary school teachers.

“Unlike some states, our local government councils have full control of their finances. In fact, the previous administration regularly assisted with grants, as a result of which we have continued to see steady progress in developing our rural areas.

“We may not have been where we want to be but I am proud of the progress we have made. This administration will sustain the precedent that has been laid by my predecessor.

“We shall not interfere with your finances and we will offer assistance where necessary. In this regard, we shall be collaborating with the Local Government Pension Bureau, to see how the lingering pension issues will be resolved.

“We met last week to discuss the issue but with a caveat that it is necessary to have an Auditor to audit the pension board and see how the process is carried out diligently so that we can know the actual persons who are due for such monies. We don’t want pension funds to be manipulated,” Oborevwori stated.

Earlier, Hon. Ebonka said they were at Government House to formally congratulate Governor Oborevwori on his emergence as Governor and to formally pledge their loyalty to his administration’s M.O.R.E Agenda.

He commended the Governor for his leadership style which brought peace and stability to the legislature, adding that throughout your tenure as Speaker, “no local government council chairman was summoned to the State Assembly rather you set up machinery in place to ensure prompt resolution of disputes.”

He appealed to the Governor to look into conflicting laws regarding building permits, sanitation and waste management even as he lauded the Governor for assisting them to work out modalities to defray pension liabilities owed local government pensioners and retired primary school teachers.
