Solomon Arenyeka: Of Chance, Time, and Season

By TONY EKE

In the fictional world of literature certain works we had read stick to the memory. No matter the intervening years between then and now, we still recollect not just the titles but also the plot structure and themes. With the passage of time, we discover to our delight some formation of an enduring companionship between us and some good books right from our impressionable years to our twilight. A stream of beauteous feelings fitfully enriches our lives nourished by experiences gained from the pages of books created by mere mortals.

Among literary works I have read, a 1956 play This Is Our Chance written by James Ene Henshaw, is one of the most memorable. Outside its theme of collisions between tradition and modernity which is emblematic of post colonial African literature, what I find most striking about the drama lies with its title. It is creative, beautiful, and easily applicable to human situations.

A correlation between the aforementioned title and the emergence of Chief Solomon Arenyeka as chairman of People’s Democratic Party (PDP), Delta State chapter is real, very conceivable. It’s about chance, just a chance in our mysterious world! Getting a beneficial chance is part of our cravings. As largely unpredicted as it is, Arenyeka’s rise to the foremost party position in Delta State has a tinge of providential manifestation. In human affairs, providence works optimally for those with bright chances! For a man with an abiding faith in the infinite power of God to chart his course at all times, the reference to The God Factor is plausible.

Yes, there were other politicians who sought the position, but the manner in which the lot fell on Arenyeka is as surprising as it’s fascinating. It’s not that he never had a dream of attaining a level higher than his previous positions which included supervisory councillor, Director at the Director Labour Agency (DLA), Executive Chairman of Rural Development Agency (RDA) and Chairman, Board of Directors of Urban Water Board (UWB), but it’s probable he never ever contemplated clinching this position at this point in time.

It is about Arenyeka’s chance, time, and season! His acclamation as chairman by leaders, stakeholders, and members of the party was captured by the pleasant ambience of the state congress in early in late August in Asaba as well as the outpouring of joy at the thanksgiving service he held in Warri a week ago.

A political novice who casually strolled into that venue might have contended with conjectures arising from the convivial atmosphere. He could have deemed it as a campaign stopover by an emerging leader of a major political party intent on deepening its dominance of a subnational entity, or the homecoming of a great personality who had won a prestigious medal after years of bestriding a competitive path.

There is no hyperbolic intention whatsoever. Whoever is in doubt should ask those that witnessed the formal transitional ceremonies of past state chairmen of Delta PDP in the last twenty five years. On a comparative basis, Arenyeka’s ceremony was outstanding in a particular way. Unlike the modest events staged for his six predecessors, reflecting to some extent the fledgling circumstances of democracy return, the pomp and gaiety that attended Arenyeka’s inauguration is largely symbolic of the relative consolidation of the extant political dispensation, regardless of its dysfunction.

For many weeks, much of the questions raised by our compatriots hinged on the attributes that earned Arenyeka the position. His ability and skill, exposure and loyalty to the party and experience gained from long years of politicking were not in doubt, yet so many persons still wanted to know the single most important factor which stood him out from the crowd of aspirants. Where is he coming from? What stuff is he really made of? To what extent has his individual role as a frontline politician helped to advance the cause of Delta State?

Quite remarkably, it took just a brief speech of Governor Sheriff Oborevwori to disclose the sole reason for the choice of Arenyeka at the thanksgiving service. The governor was quick in identifying God as instrumental in Arenyeka’s choice as the PDP chairman. He also alluded to his general acceptability not only in Delta South senatorial district but across the entire state.

But the governor was not done yet until he listed Arenyeka’s personal qualities:”Your humility, maturity and the love you have earned from the people make you well-suited for this role. We pray that God will continue to strengthen and guide you in uniting our great state and party.”

As days roll into weeks and weeks into months while he settles down alongside members of the party’s Executive Committee, all eyes will be on Arenyeka. There’s certainty that he will rise to the occasion no matter the challenges. After all, he knows that a good way of leaving a legacy is to manage the party and make it much more attractive to the teeming masses, a condition precedent to the PDP’s quest to maintain its dominance of politics of Delta State.

Good a thing, the changing tide of politicking ahead of 2027 elections, in the light of the desperation of the All Progressives Congress (APC) to make inroads into the strongholds of his party is not lost on him. Being well aware that a long predicted battle does not claim the life of a cripple let alone a strong man who can run so fast, he will expectedly deploy the tactics of a war commander to defeat his opponents. This is Arenyeka’s chance to lead Delta State chapter of PDP and he will do well judging from his background of service to our dear state.

Yoruba Group Backs Tompolo On Navy Complicity In Crude Oil Theft

…Asks Tinubu To Fire Chief Of Naval Staff, Ogalla

The last about alleged involvement of the Nigerian Navy in the stealing of the nation’s oil and several calls on President Bola Ahmed Tinubu to fire the Chief of Naval Staff, Admiral Emmanuel Ogalla, may not have been heard as the O’odua Stakeholders Council (OSC), weekend wrote an open letter to the President, imploring him to address the Nigerian Navy’s alleged connection in crude oil theft and do the needful immediately in the interest of the nation and the people.

The OSC claimed that under Admiral Emmanuel Ogalla’s leadership, the Navy has failed to protect the nation’s maritime environment and instead succeeded in engaging in illegal activities.

The group therefore supported Chief Government Ekpemupolo (Tompolo), who has publicly accused the Navy of complicity in oil theft.

The OSC in the open letter to the President and signed by Alhaji Basiru Olaosebikan (President) and Kikelomo Ijaodola (Director of Administrator) requested the President to remove Admiral Ogalla, investigate the allegations, and take decisive action to curb oil theft in the oil rich Niger Delta Region.

While describing the Nigerian Navy as nation’s economic albatross in the war against crude oil theft, they emphasized the need for accountability and reforms within the Navy to restore its integrity.

The Group said that the Nigerian Navy’s involvement in crude oil theft and economic sabotage in the Niger Delta region has reached a climax and now of alarming proportions and urged the President to intervene immediately in the criminal act.

They pointed out that the Nigerian Navy’s constitutional responsibility is to protect the nation’s maritime environment, but lamented that under the leadership of Admiral Emmanuel Ogalla, the Navy has not manned up to deliver on the said mandate.

They alleged that instead, the Nigerian Navy has become the enfant terrible to national interest, as the service is neck-deep in illegal siphoning of crude for export, and consistently frustrating the war against oil theft, adding that; “The implications of the Navy’s involvement in illegal bunkering have far-reaching consequences for the economic and political survival of the nation”.

According to the group, crude oil export accounts for more than 95 percent of the foreign earnings of the country and said that
any agency of the Federal Government that trifles with the nation’s economic base must be under the supervision of traitors and saboteurs, declaring that such an agency deserved nothing less than a strong reprimand and the wielding of the big stick of the President.

They said that the President must not tolerate the current shenanigans of the Navy, adding that the activities of the service stand opposed to realizing the targeted optimal production of over 2.0 million barrels per day and that a quick surgical procedure must be done to remove the malignancy, saying that;”In this vein, we urge you to take immediate action to address the anomaly”.

They held out that nothing, but the removal of Admiral Emmanuel Ogalla, as Chief of Naval Staff, was the ultimate solution, noting that he is just not up to it, that his leadership outrightly failed to inspire confidence.

The group made it clear that his removal has therefore become necessary, saying that no oracle is needed to determine whether he is still suitable for the top job.

The departure of Admiral Ogalla, they said would open a path for a disciplined and patriotic officer to take over, saying that he cannot say he is unaware of the activities of his officers and men on duty in the nation’s territorial waters and; “Hence, we are sure he is compromised and deeply involved in the clandestine bunkering”.

They requested the President to set-up a high powered investigative panel to X-ray and determine the accusations being levelled against the Navy and the position of Admiral Ogalla in all of it.

They described the alleged Navy’s involvement in oil theft as a slap to the face of Nigeria and the President, who trusts Admiral Ogalla and that the rot in the Navy must not be allowed to subsist, saying; “The nation cannot afford to wait any longer. We push that you prioritize immediate reforms to enhance accountability, be not perturbed by sentiments that may lead to harbouring criminals whose missions are at variance with the national interest”.

Here Is The Full Open Letter By O’odua Stakeholders Council (OSC) To President Tinubu:

CRUDE OIL THEFT: THE NIGERIAN NAVY AS NATION’S ECONOMIC ALBATROSS

We, the O’Odua Stakeholders Council, South-West Nigeria, are writing to bring to your attention a pressing national issue of extreme concern that requires your immediate intervention. It is the Nigerian Navy’s involvement in crude oil theft and economic sabotage in the Niger Delta region.

The criminal act has reached a climax, and now of alarming proportions.

You know quite well that the Nigerian Navy’s constitutional responsibility is to protect the nation’s maritime environment.

However, it is unfortunate that under the leadership of Admiral Emmanuel Ogalla, the Navy has not manned up to deliver on the said mandate.

Instead, it has become the enfant terrible to our national interest, as the service is neck-deep in illegal siphoning of crude for export, and consistently frustrates the war against oil theft.

The implications of the Navy’s involvement in illegal bunkering have far-reaching consequences for the economic and political survival of the nation.

Crude oil export accounts for more than 95 percent of the foreign earnings of this country.

Therefore, any agency of the Federal Government that trifles with the nation’s economic base must be under the supervision of traitors and saboteurs.

Such an agency deserves nothing less than a strong reprimand and the wielding of the big stick of Mr. President.

The President must not tolerate the current shenanigans of the Navy. The activities of the service stand opposed to realizing the targeted optimal production of over 2.0 million barrels per day.

Therefore, a quick surgical procedure must be done to remove the malignancy.

In this vein, we urge you to take immediate action to address the anomaly.

Nothing, but the removal of Admiral Emmanuel Ogalla, as Chief of Naval Staff, is the ultimate solution. He is just not up to it. His leadership outrightly failed to inspire confidence.

His removal has therefore become necessary, no oracle is needed to determine whether he is still suitable for the top job.

Admiral Ogalla’s departure would open a path for a disciplined and patriotic officer to take over. He cannot say he is unaware of the activities of his officers and men on duty in the nation’s territorial waters. Hence, we are sure he is compromised and deeply involved in the clandestine bunkering.

Consequences on the foregoing, we request that Mr. President set-up a high powered investigative panel to X-ray and determine the accusations being levelled against the Navy and the position of Admiral Ogalla in all of it.

There is no smoke without fire – all that is required to ascertain whether there is one, is a brisk walk up to the source, and look around for who caused it. If Ogalla and his men are found culpable – then they must bear the full weight of the law.

Chief Government Ekpemupolo, aka Tompolo, the chief executive of Tantita Security Services Nigeria Limited, has been bellowing at the top of his voice on the Nigerian Navy’s involvement in crude oil theft. He made bold to unveil the unpatriotic activities of the Navy recently while receiving the national leadership of the Nigeria Bar Association (NBA) at his Oporoza, Delta State, country-home.

We in this Yoruba group believed him and we are giving him our backing in the crusade to get the Navy accountable.

That the Navy uses unregistered foreign vessels in the operations, which the service personnel escort under armed guard out into the deep sea for shipping abroad is a notorious fact. This is against the national interest – clear a case of economic sabotage.

The accusations are too weighty to be swept under the carpet.

Tompolo has not held back, he openly gave instances where Naval personnel on duty in the high seas had intervened to stop the arrest of oil thieves, and provided protection for oil thieves in the Niger Delta. It is a clear betrayal of the trust vested on the Nigerian Navy.

We believe that Tompolo’s allegations are credible, given his experience and expertise in the field of oil pipelines surveillance and protection in the region.

Aside patriotism, Tompolo has no benefit calling out the navy. We see his actions as those of a true patriot, a man with the nation’s interest at heart.

The Navy’s involvement in oil theft is a slap to the face of Nigeria and Mr. President, who trusts Admiral Ogalla.

The illegal activities of his seafarers are clear signals that some individuals in position of authority and responsibility are more interested in lining their pockets with treasures left in their care, than serve the nation with dedication.

We are further inclined to believe Tompolo through his comments, which were openly made.

Indeed, through Chief Ekpemupolo, we follow up on the nefarious activities of the Nigerian Navy.

The private security firm operated by him, has made available a well dispersed, capable workforce of knowledgeable and skilled operatives, who deploy digital technologies to provide information.

Through the foregoing, it has become quite easy to access and evaluate the accusations of sabotage being levelled against the Navy.

Consequently, we request that Mr. President takes the following actions:

(1) Prompt removal of Admiral Emmanuel Ogalla, as Chief of Naval Staff.

(2) Investigate all allegations of oil theft and economic sabotage made against the Navy.

(3) Lastly, take quick decisive actions to curb the menace of oil theft in the Niger Delta.

Mr. President sir, the time to act is now.

The nation cannot afford to wait any longer. We push that you prioritize immediate reforms to enhance accountability, be not perturbed by sentiments that may lead to harbouring criminals whose missions are at variance with the national interest.

In addition, we suggest that you do a complete overhaul of the Navy’s architecture to ensure it returns to its professionalism. The rot in the Navy must not be allowed to subsist.

Mr. President, your prompt attention to this matter will restore the integrity of the Nigerian Navy and ensure that the country’s economic interests are protected.

We await your prompt actions on this matter. And as we navigate these challenging times, it is urged that you take our petition seriously and remedy the issues raised.

Yours sincerely,

ALHAJI BASIRU OLAOSEBIKAN – PRESIDENT

KIKELOMO IJAODOLA – DIRECTOR OF ADMINISTRATOR

Sack Chief Of Naval Staff, Ogalla Now, Group Tells Tinubu

The Arewa Peoples’ Assembly has written an open letter to President Bola Ahmed Tinubu, urging him to remove Admiral Emmanuel Ogalla as Chief of Naval Staff due to allegations of oil theft and economic sabotage.

The Nigerian Navy has been accused of colluding with criminals to steal crude oil in the Niger Delta, hindering the country’s economic growth.

Admiral Ogalla, appointed by President Tinubu in June 2023, has been criticized for failing to address the Navy’s involvement in oil theft.

In the letter to the President signed by Alhaji Auta Balarabe ( Coordinator) and Mallam Basir Gowon ( Director of Orientation and Mobilisation), the Arewa Peoples’ Assembly claimed that under the leadership of Admiral Ogalla, the Navy has compromised its constitutional mandate to protect the nation’s maritime domain.

According to the group, Navy’s involvement in oil theft undermines its ability to safeguard Nigeria’s maritime environment.

The Arewa Peoples’ Assembly therefore demanded the immediate sacking of Admiral Ogalla citing his failure to address the Navy’s involvement in oil theft and they advocated for a change in leadership and a thorough overhaul of the Navy’s structure to ensure accountability and reforms.

They wrote; “We, the Arewa Peoples’ Assembly, at a special session of its council held on the 20th November 2024 and given your bold commitment to reverse the down turns confronting the nations economy through your well intended reforms write from Kaduna, to bring to your attention the unparalleled and unpardonable acts of criminal sabotage foisted by men of the Nigerian Navy who brazenly collude with criminals to steal crude oil in the Niger Delta”.

They said that despite celebrating the milestone of the nascent 1.8 million barrels per day (mbpd), Nigeria’s oil production would have toppled the projected 2mbpd target if the Nigerian Navy had complemented the efforts of the adhoc private security organisation saddled to monitor and protect the nation’s pipelines infrastructures.

“Recently, the media was awash with statements credited to Chief Government Ekpemupolo, aka, Tompolo, Chairman of Tantita Security Services Nigeria Limited, a private security firm involved in oil pipelines surveillance and protection, of the subterranean and complicitous activities of the Nigerian Navy’s involvement in crude oil theft and acts of maritime terrorism and national economic sabotage’, they wrote.

The group added that; “We are further inclined to believe Chief Ekpemupolo because we have become aware of his sense of patriotism deployed in comprehensive security, reporting and management platforms, workspace and extended cloud environment to follow up on this nefarious activities of the Nigerian Navy”.

Here Is The Full Open Letter By The Arewa People’s Assembly To President Tinubu:

OPEN LETTER TO HIS EXCELLENCY, ASIWAJU BOLA AHMED TINUBU GCFR, PRESIDENT OF THE FEDERAL REPUBLIC AND COMMANDER – IN – CHIEF OF THE ARMED FORCES OF NIGERIA TO IMMEDIATELY REMOVE ADMIRAL EMMANUEL OGALLA AS CHIEF OF NAVAL STAFF-

OIL THEFT AND ECONOMIC SABOTAGE: A CASE OF SUBVERSION, DOUBLE STANDARD, COMPLICIT DUPLICITY AND THEFT AGAINST NIGERIA ABLY AIDED BY THE TOP ECHELON OF THE NIGERIAN NAVY.

We, the Arewa Peoples’ Assembly, at a special session of its council held on the 20th November 2024 and given your bold commitment to reverse the down turns confronting the nations economy through your well intended reforms write from Kaduna, to bring to your attention the unparalleled and unpardonable acts of criminal sabotage foisted by men of the Nigerian Navy who brazenly collude with criminals to steal crude oil in the Niger Delta.

We are constrained to write to you as a counter to the ideas enunciated in the geo political North South one way globalisation rationality which holds that problems that affect the south hemisphere do not become mankind’s global problem until they also affect the north and pose a danger to societal order”

The sense of corporate existence promotes the idea that Nigeria functions as a dynamic and multi jointed machine system with various moving parts attached to a central operating device that are linked in many significant ways.

It is therefore in the interest and sanctity of the North to insist that the Nigerian Navy’s continued effort to sustain the fight against crude oil theft have become visibly compromised and undermined.

It is important your Excellency to state that given the oil and gas performance indexes as presently constituted, the Nigeria’s hydrocarbon resources sector account for 55% of its Gross Domestic Product (GDP) and 95% of its export earnings.

Despite celebrating the milestone of the nascent 1.8 million barrels per day (mbpd), Nigeria’s oil production would have toppled the projected 2mbpd target if the Nigerian Navy had complemented the efforts of the adhoc private security organisation saddled to monitor and protect the nation’s pipelines infrastructures.

The headwinds necessitating the present economic woes are still very much palpable and given the intelligence available to us, the spotlight is on the Nigerian Navy’s involvement in crude oil syndicalism.

Recently, the media was awash with statements credited to Chief Government Ekpemupolo, aka, Tompolo, Chairman of Tantita Security Services Nigeria Limited, a private security firm involved in oil pipelines surveillance and protection, of the subterranean and complicitous activities of the Nigerian Navy’s involvement in crude oil theft and acts of maritime terrorism and national economic sabotage.

He cited instances where the Nigerian Navy operatives had stalled the arrest of oil thieves and provided security cover for illegal oil activities in the Niger Delta. He has equally asserted and we verily that the Nigerian Navy under the watch of its highest command echelon, funds a big business criminal enterprise which provides reins to unregistered, nondescript illegal vessels to traverse their criminal trade on the nation’s territorial waters.
This is antithetical to the Nigerian Navy’s constitutional mandate of protecting the nation’s maritime domain.

We are further inclined to believe Chief Ekpemupolo because we have become aware of his sense of patriotism deployed in comprehensive security, reporting and management platforms, workspace and extended cloud environment to follow up on this nefarious activities of the Nigerian Navy.

With his private security service factory operated by a dispersed, capable workforces of highly skilled specialists collaborating with digital technologies, it is possible to see this act of sabotage against the government of Nigeria.

It is also imperative to mention that before this present Navy leadership, the Navy had in the past recorded several successes in combating maritime crimes, feats that were globally acknowledged. These include the recovery of stolen oil and the delisting of Nigeria from the list of piracy-prone countries by the International Maritime Bureau. But since the present Naval leadership assumed survey of our territorial waters they seem to be inspired by a different predisposition.

We are further fully aware that several national and international financial organizations, including the World Bank have emphasized the need for Nigeria to increase its OPEC contributory quotas, in order for it to earn forex to grow its ailing economy, and this can’t happen by assumptions but by improved security on all maritime corridors leading to the nation’s oil assets.

RELIEFS SOUGHT
– That the Commander in Chief of the Armed forces of Nigeria should immediately be aware that the activities of the Nigerian Navy, the nation’s flagship of protecting our territorial waters are at variance with his outlined renewed Hope agenda.
– That it is not impossible that this activity of the nigerian navy is targeted at frustrating Your Excellency’s effort to pull this nation from the economic woes many dark years of plunder of her national resources has plunged her.
– That the Chief of Naval Staff Admiral Emmanuel Ogalla be removed from his offices as he presently looks unwilling to combat the criminal forces that seek to coral the nations territorial waters to enchain it.
– That a multi-faceted approach is required to optimise oil and gas security which must include enhancing inter-agency collaboration, increased transparency, and direct line of communications beteeen the Navy and the private surveillance and monitoring efforts.
– Beyond the change of gaurd requested for the Navy there is the immediate need to overhaul the nigerian navy architecture as it would seem it has deviated ftom its core functions and professionalism.
– As this nation navigates these challenging times – it is essential to prioritize reforms and accountability over sentiments and harbouring those whose mission statement are at cross purposes with the national interest.

In the circumstances, Your Excellency is requested to further direct in the matter

Bureau DG Lauds Oborevwori On 31 Hilux Vans To Delta Police Command, Security Agencies

By Gertrude Onyekachukwu-Uteh

Delta State Governor, Rt Hon Sheriff Oborevwori, has been commended for his visionary leadership, and proactive steps taken to ensure that the state is peaceful, safe and conducive for investors and residents.

The Director-General of the Delta State Orientation and Communications Bureau, Dr. Fred Latimore Oghenesivbe, made the commendation through a live programme, Orientation Panorama on Delta Broadcasting Service, Asaba on Wednesday.

Dr. Oghenesivbe reiterated the state government’s determination to ensure Delta State remained one of the safest states to live in, especially during the Yuletide when so many people would be visiting the state for Christmas and New Year celebrations.

He lauded the State Governor, Rt. Hon. Sheriff Oborevwori, for donating 31 Hilux vans to the Delta State Police Command and other security agencies in the state, to boost their efforts at combating crime in the state.

According to him, though security of lives and property is the responsibility of the Federal Government, security is everyone’s business and as a responsible state, the State Governor would continue to support the Federal Government to ensure security of life and property in line with the Enhanced Peace and Security encapsulated in his MORE agenda.

“For tourism to strive, we need to secure the state through investments in security to attract development, tourists, trade and investments to provide jobs for our people.

“His Excellency is a man of action and a promise keeper. One of the cardinal objectives of his administration is to enhance peace and security in the state.

“The state government procured 31 latest, brand new Hilux vans and reconditioned them to meet the operational needs of the police, and were presented to the Inspector General of Police, Mr Kayode Egbetokun, on Tuesday at Government House, Asaba.

“This is in addition to the operational vehicles earlier donated before the recent 31 Hilux vans. Delta State now has reasonable number of Hilux vans in each police divisional headquarters to respond to distress calls, and more may be added in the near future. The 31 vans are being distributed right now.

“These brand new vehicles will help the police to respond to distress calls and for surveillance. The strategies are quite unique. Soon, the issue of insecurity will be gone forever,” he added.

He stated that the state government is partnering with the youths who are the productive force through the Delta State Job and Wealth Creation Bureau and other youth entrepreneurship programmes in the state.

“The idle mind is the devil’s workshop. Once these youths are engaged, they will focus on meaningful ventures and stay out of crime. The focus of the State Governor is not on white collar job which are non-existence, rather on skill acquisition, vocational skills, entrepreneurship development and agriculture to fast-track the overall economic development of the state,” he reaffirmed.

He encouraged citizens, owners of shopping malls and business premises to comply by the state government’s directive to install CCTV cameras to monitor their surroundings to compliment the security efforts of the state government at securing lives and property.

The State Bureau of Communications and Orientation Director General disclosed that very soon, his team would commence sensitization of the public through the mass media on the need to safeguard their premises through the installation of CCTV cameras.

He re-enforced that non-compliance would either attract jail term or fine as penalties for defaulters depending on the level of negligence.

Dr Oghenesivbe called on all Deltans to be vigilante and conscious of their environment and surroundings, advising them to ensure they have the emergency phone numbers of the Delta Police Command for quick response in times of distress.

Ukah Calls For Synergy With MDAs In Delta State

Ukah made the call during the Agency’s budget defense session with the state House of Assembly Committee, in Asaba, the state capital.

Presenting his scorecard to the Committee, which oversees the Agency, the Director General said following the budgetary allocation of 8 billion as the capital budget for the 2024 fiscal year, the agency had executed many projects between January and the present.

He disclosed that 44.7 kilometers of roads were completed. Among those completed roads are the construction of Ogbotobo Crescent Street, the Asphalt Overlay of Liberty Estate, the construction of Otuogwu Street Asaba Phase 1, and many others.
