Delta Huge Monthly Allocations Should Reflect In Our State, Says Mulade

…task governor to retain Julius Berger for significant projects

Following increased monthly allocations accruing to Delta State from the Federal Account Allocation Committee (FAAC), environmental activist, Comrade Chief Sheriff Mulade has called on the State Governor, Rt. Hon. Sheriff Oborevwori, to invest the huge resources on physical and critical infrastructure across the State.

Chief Mulade, who is the National Coordinator for Centre for Peace and Environmental Justice (CEPEJ), made the call shortly after he was decorated as Patron of Indigenous Correspondents’ Chapel (ICC), Nigeria Union of Journalists (NUJ), Delta State Council in Warri, recently.

Expressing his opinion on the increased federal allocation to the state, he said Oborevwori, is privileged to govern the state at the moment, as he is the most richest governor in Nigeria.

Hear him, “Delta State today, is the most richest state in Nigeria and our governor, Rt. Hon. Sheriff Oborevwori, is privileged to govern the most richest State, that qualifies him to be the richest governor governing the richest state in Nigeria.

“It is my personal thought and opinion that at this point, Deltans want to see these huge resources to reflect in terms of infrastructure and in all areas of the state so that we can in turn appreciate and thank the governor for doing well.

“Some of us will not commend him for political reasons, as an activist who is the voice of the voiceless and hope of the hopeless, we are not anti-government but we will continue to express the plights of the people to the government.

“The governor should translate the resources in the state into development. This state at this moment, is not expected to borrow money from any institution either locally or international because we have the resources to run Delta.

The governor has informed Deltans that in the last one year, he has not and would not borrow to run the state.

Speaking further, the ICC Patron hinted, “Delta is rich enough to even borrow to some other states with the current economy, we are well blessed to even lease to other states with interest as also the form of investment that comes to the state.

“We appreciate the governor today, for embarking on some projects across the State. One of such, is the populous or famous Julius Berger flyovers and we can see the work; we don’t expect anything less from Julius Berger, from what they are doing because we know them.

“When you visit States like Akwa-Ibom, Rivers State – Port Harcourt and even Abuja, you can see what Julius Berger is doing. So, we are not surprised that they can work in this speed.

“This projects should not be the project that Julius Berger will embark on in Delta State. This should be a pilot project, just N78 billion”, it should be a pilot project, the UN Peace Ambassador reiterated.

Continuing, he said: “N78 billion is just about two or three months Delta State money. Julius Berger should be engaged to embark on significant projects. I expect that the governor will use Julius Berger to kick off the Ayakoromo Bridge, leading to Burutu and Forcados terminals.

“Forcados terminal under Burutu local government area, is the economy life wire and base of Nigeria’s oil and gas. Escravos terminal is there, these are two terminals and if you go to some States, they struggle to get one terminal but Delta State is blessed with two terminals that Nigeria, is struggling with.

“So, if these two terminals are connected to the upland, Delta will be a designation for development. The governor should retain Julius Berger in this state and use them to embark on important projects”, he restated.

Mulade Applauds Oborevwori Over Creation Of Riverine Infrastructure Development Agency

…predicts failure if not backed by law.

Foremost Delta Environmental Activists and National Coordinator of Centre For Peace and Environmental Justice (CEPEJ), Comrade Chief Sheriff Mulade, has commended the State Governor, Rt. Hon. Sheriff Oborevwori, for yielding to the yearnings and needs of the riverine communities in the State by creating a ministry that will fill the gap of development deficit in the areas.

Comrade Mulade who spoke to journalists in his office recently, expressed his gratitude to the governor over what he described as a welcome development that is long expected.

He said; “I am so elated and want to thank and appreciate the governor for being proactive to the call of the riverine people and for taking a bold step in expressing his feelings and concerns about the riverine area by creating this agency or ministry to cushion the development deficit in those areas”.

Mulade recalled, how Rt. Hon. Oborevwori, as the Speaker of the Delta State House of Assembly (DTHA), supported and welcomed a proposal they initiated for the creation and establishment of an agency or ministry to be called Coastal Area Development Agency (CADA), but said, unfortunately, the executive led by the immediate past Governor, Senator Dr. Ifeanyi Okowa didn’t give it support.

“I am not surprise because then as Speaker, he gave a lot to that proposal because he knew and understood the plights and pains of the riverine people”.

Reiterating the importance of the ministry, Mulade, noted that the riverine area has suffered a lot even when it is the life wire of Delta State and Nigeria economy.

He added that the state governor, Oborevwori, was able to achieve this feat because he had community leadership qualities and understands the plights of those living in that area.

“Rt. Hon. Elder Sheriff Oborevwori, was able to do this because he has community leadership qualities, and also feel the pulse of the people”.

The Ijaw born environmental activists however appealed to the state governor to make the ministry one of the statutory ministries backed by laws enacted by the Delta State House of Assembly, maintaining that if not backed by law, subsequent government may come and perhaps abolish or change its name.

“It is very imperative that this ministry is backed by the law as a ministry or agency supervised by a commissioner. I am calling on the governor to as a matter of urgency, send an Executive Bill to the Delta State House of Assembly and create the ministry as a statutory one to enable it stand firmly.

“This legacy established by Governor Sheriff Oborevwori has made his name written in gold for the people of the riverine areas, and must be given all necessary supports that will make it stand the test of time”.

Seven Months After, Resident Doctors Protest Kidnap of Colleague In Kaduna

By Patrick Ochei

Resident Doctors under the aegis of the Nigerian Association of Resident Doctors (NARD) have staged a nationwide protest to drive home their demand for the release of their colleague, Dr (Mrs) Ganiyat Popoola from her bandit abductors in Kaduna since December 27, 2023.

In Delta State, doctors at the Federal Medical Centre, FMC Asaba chapter of the Association, marched round the hospital premises chanting songs of solidarity in procession and demanding of Government to urgently secure the release of their colleague from the kidnappers or have them down tools until the needful is done.

Speaking to the Press during the protest, the Chairman of the FMC Asaba Chapter of the Association of Resident Doctors, Dr Kenneth Okolie disparaged the attitude of Government towards medical personnel in the country, maintaining that the security of health workers has remained a less priority to the political leaders.

He said this behaviour has led to the Japa syndrome in the medical profession, because most practitioners could no longer put up with the insecurity around them in addition to the poor working environment and inadequate welfare packages they are also faced with.

He called on the Federal Government and the Government of Kaduna State to secure the release of Dr Ganiyat Popoola with immediate effect or have them shut down their services to the society.

According to him, “No doctor is well remunerated, there is brain drain and Japa syndrome has taken over the profession, yet our lives for those of us here, are no longer guaranteed. We need the attention of management, health ministry, security agencies and government to come to our rescue”.

Speaking also was the National Assistant Secretary of NARD and immediate past Chairman of FMC Asaba Chapter, Dr Asore who confirmed that the national body had done everything necessary to secure the release of their colleague but to no avail.

He said, “We have done everything possible to get Dr Ganiyat Popoola released. It has been promises upon promises by security agencies. We intended doing a nationwide protest but for the fragility of the country at the moment coming from the End Bad Governance protest, we decided to shelve it by asking our members at individual states to restrict the protest within their hospital premises.

The Public Relations Officer of the Chapter, Dr Silva Juliet equally lent her voice by calling on the media and well meaning Nigerians to support the agitation of the Resident Doctors to ensure that their colleague is released unhurt to reunite with her family and colleagues. She added that no place is safe again in the country if the hospital environment that is supposed to be safe for everybody is no longer safe for health workers and patients.

In solidarity with the protesters at the Administrative complex of the hospital, Dr Omo Ekeneam (CMAC) representing the MD, Dr Victor Osiatuma, addressed the Resident Doctors, assuring them that management would support them and work with them in synergy to advance calls for the release of Dr Ganiyat Popoola.

Dr Popoola, a nursing mother was abducted alongside her husband and her nephew from their official quarters at the National Eye Centre Kaduna, on the December 27, 2023.

It was gathered that the husband whose health condition was fragile was later released on March 7, 2024, after series of negotiations and payment of over #60 million and foodstuff as ransom, while the wife and nephew had remained in the custody of the bandits ever since.

Meanwhile, some psychologically inclined persons had imagined that because the woman is a doctor, the abductors must have found her useful to be rendering medical services to the bandits and their captives.

ICC Decorates CEPEJ Nat’l Coordinator, Mulade As Patron

Indigenous Correspondents’ Chapel (ICC), Nigeria Union of Journalists (NUJ), Delta State Council has decorated one of Delta-born activist, Comrade Chief Sheriff Mulade an environmental activist of note and National Coordinator, Centre For Peace and Environmental Justice (CEPEJ), as one of its patrons.

The United Nations (UN) Ambassador, who doubles as the Ibe-Serimowei of Gbaramatu Kingdom) Kingdom Lifter of the Great Gbaramatu Kingdom in Warri south west local government area of the State, was honoured for his commitment towards peace in the Niger Delta, youth empowerment, media support and for always seeking for improved welfare of the people.

Chief Mulade was decorated as ICC Patron by the Chapel Chairman, Kenneth Orusi, on Thursday August 15, 2024, at CEPEJ Corporate Office, Ugolo-Okpe, Okpe local government area of the State.

While speaking, Comrade Orusi hinted that “we are here today, to decorate you as a patron of the Chapel.

“You were not selected because we wanted to fill a vacuum but because we have followed your antecedents as not just the voice of the voiceless but your tentacles spread across not just the State but across Nigeria, and the globe.

“As a Chapel, we are critics of government policies and programmes that are meant to benefit the grassroot and we see in you, someone that is actually trending on same path of activists that are doing their jobs.

“We equally looked at you campaigns for the welfare of the people around the coastal areas where the crude oil that actually feeds the nation comes from. So, we didn’t have any issue selecting you as our Patron”.

Orusi, expressed believe that Comrade Mulade’s strong advocacy for the creation of an agency known as Coastal Areas Development Agency (CADA), to look into the development of the coastal communities in the State, may have led to the creation of the Directorate of Riverine Infrastructure by the Rt. Hon. Sheriff Oborevwori’s administration, following the support he gave to CADA, while he was Speaker, Delta State House of Assembly (DTHA).

He called on the Chapel Patron to rise up to the challenge and put the government on its toes so that the Directorate won’t suffer under funding as seen in previous governments.

“We are using this opportunity and platform to call on you that you should not rest particularly now that this ministry has been created, it gives you more opportunity for more advocacy. We have seen situation where government create agencies or parastatal but were not funded.

“It is time for you to raise your voice to see that the Directorate of Riverine Infrastructure is adequately funded and our brother is given the opportunity and privilege to do the work behind the establishment of the agency.”

Orusi, tasked him on the need for peace to return to Okoloba and Okuama communities in Bomadi and Ughelli south local government areas of the State and other communities were there are pockets of crisis and insecurity particularly in the Riverine communities.

In his response, the UN Peace Ambassador and Environmental activist, Comrade Mulade, thanked the leadership of the Chapel for finding him worthy to be considered as patron of the Chapel.

“Let me congratulate your Chapel for this laudable initiative. I am a bit short of words because I didn’t expect this.

“I am open to every progressive forum. My vision and calling is to support every progressive organization, movement, society or nation. I have not even contributed enough to the society as I want. However, I want to thank you for finding me worthy of this position.

“I want to assure you that I will not disappoint you, I will not fail you. We will do everything humanly possible to support and assist the Chapel.

“Like I said, my organization’s door, is open and as a person, my individual door is also open. Whenever you need our attention, do not hesitate to reach out so that we can continue to move together to contribute to the betterment of the State”, he said.

The APC Lacks Credibility To Discuss Debt Management In Delta State

The recent misguided propaganda by the Delta State Chapter of the All Progressives Congress (APC) to misinform the public on the debt management measures being undertaken by the administration of His Excellency, Governor Sheriff Oborevwori, was, at best, a shameless act of its characteristic duplicitousness.

In the release signed by its Publicity Secretary, Valentine Onojeguo, the APC merely tried to disinform the public by attempting to play down the significance of Governor Oborevwori’s act of responsibility in reducing the debt profile of the State to ensure greater financial stability and sounder economic health.

It is indeed strange that the APC in Delta State would pretend not to know the origin and the truth about the debt profile of the nation and the States. Let us remind them that through the mismanagement of the national economy by the APC-led Federal Government, from 2015 when it took over the reins of government with President Muhammadu Buhari, it has presided over heavy and reckless borrowing, escalating the national debt stock from about N7 trillion after the 16 years of the PDP governance, to over N90 trillion under its eight years, leading to a situation in which 97% of Nigeria’s national revenue was devoted to debt servicing and the attendant reduced revenue allocations to States and Local Governments.

While it failed woefully in managing the crude oil production capacity of the nation which it brought from over two million barrels per day to a low of about one million BPD, a huge chunk of the revenue receipts from even the low output had been devoted to their corruptive importation of petroleum products and payment of fuel subsidy, by which little or nothing was being returned to the federation account.

The situation was further worsened by its poor fiscal and monetary policies which steadily and increasingly devalued the Naira and posed inflationary difficulties across all sectors and segments of the nation.

The former Minister of Finance under Buhari, Zainab Ahmed, openly admitted in 2021 that, revenues were low and so were federal allocations to the States and Local Governments.

“The crash of the crude oil prices really hit us very hard in terms of revenue. We have very low revenues, we have very high expenditures. What we have done so far is just to provide some stability to make sure salaries are paid, pensions are received every month; that we send funds to the judiciary and the legislature; that we meet our debt service obligations. That’s what we are doing. It also means we have had to borrow more than we have planned.

“It is a very difficult time. I cannot explain to you how difficult it is, not just for the Federal Government but also for the States. We see increasing reductions in our FAAC revenues. So, FAAC reduces and whenever FAAC reduces, it is a very difficult situation.”

Those were the words of the former Minister of Finance of the APC government on the national economy.

Not only did the federal government try to sustain the economy purely on loans and more loans which were not applied to productive sectors nor effectively and equitably to infrastructural development, it also resorted to printing money which is the worst style of economic management.

During a Senate Committee hearing in March 2024, the current Minister of Finance and Coordinating Minister of the Economy, Wale Edun, gave a sordid picture of how the APC mismanaged the national economy, from 2015 to 2023.

“It came from eight years of just printing money not matched by productivity. It’s not like when you earn dollars, and you free the naira alongside it. We are going to audit even the N22.7 trillion printed aimlessly. The consequence of the eight years of printing money without productivity is high inflation confronting the country now,” he said.

Given this background of APC management of the economy from 2015 to 2023, as we have seen attested to by its Ministers of Finance, it can only be shameless pretence, though in line with its usual deceitfulness, for the APC to question why component States of the federation had to source market funds, including loans and bonds, to be able to function effectively in the service of their people.

According to the National Bureau of Statistics, Lagos, an APC State, led in the borrowing with close to N1 trillion.

“Lagos State recorded the highest domestic debt in Q2 2023 with N996.44 billion (and) recorded the highest external debt with US$ 1.26 billion, followed by Kaduna with US$569.38 million.”

In a statement signed by the State Secretary of PDP, Engr. Dan Ossai, MNSE, it stated that Delta State, like all other States could not have been an exception in seeking ways and means to serve its people. With a total exposure of about N450 billion accumulated through the years into the first quarter of 2023, as forced mostly by consequence of APC mismanagement of the national economy, Delta State holds neither the highest domestic nor external debt, and the immediate past administration of His Excellency, Senator Dr. Ifeanyi Okowa, clearly outlined the infrastructure projects on which borrowed funds were applied, as are visible across the State.

However, in the current dispensation, even when the APC federal government and some other States have continued to borrow, Governor Sheriff Oborevwori has decided not only to hem borrowing but also to pay up and reduce inherited loans and interests in order to safeguard the State from the kind of debt service burden that has crippled the nation under the leadership of the APC.

Such commitment is not only noble, but can only be executed through a deep sense of leadership responsibility and financial prudence as Oborevwori is demonstrating.

In his 2024 budget appropriation, he was emphatic about keeping the State expenditure within revenue limits, reducing its debt profile and ensuring that the administration does not build new inflationary pressure through extra budgetary funding. In simple terms, his government is averse to borrowing, profligacy and expenditures that are not planned nor budgeted for.

It was for this reason that he cut down on various items relating to executive cost of running government while he increased the budget volume for projects and programmes directly related to providing for the people, communities and workers.

This was demonstrated in the reduction of Overhead Cost by N9.7 billion or 8.35%, from N116.2 billion in 2023 to N106.5 billion in 2024; the reduction of the vote for Grants and Contributions by N4.7 billion or 32%, from N14.7 billion in 2023 to N10 billion in 2024; the reduction of the capital vote for the Administration sector by N20.9 billion or 48%, from N43.6 billion in 2023 to N22.7 billion in 2024; and the drastic reduction of Contingency provision by N8.2 billion or 61.7%, from N13.3 billion in 2023 to just N5.1 billion in 2024.

While the budget made a provision of N50 billion for possible receipts from loans, it is on record that the administration has not borrowed a dime in its almost fifteen months, notwithstanding the financial requirements for the execution of high level infrastructure projects, workers and social welfare investments, and human capital development programmes being churned out across the State.

Rather, Oborevwori has saved over N205 billion through financial efficiency and gone on to reduce the State debt profile by N180 billion.

It is these achievements in the financial management of the State that the APC is quarreling with.

But see why we will not bother about their charade: They want the State to be run the way APC has misrun the national economy since 2015, in which through their reckless borrowings they led Nigeria into servicing its debts hanging with over 97% of its national revenue, and borrowing evermore in the attempt to sustain the economy on borrowed life wire, while actually crashing it. God forbid that to happen in Delta.

On the contrary, Oborevwori is determined to manage Delta into a debt-free State.
Thankfully, from the relative increase in oil production output, especially in Delta as occasioned by Oborevwori’s efficient management of relations with oil producing communities, there is increased allocation to the State and he is focused on managing the State economy within its means, including intensified IGR, to administer the State in such manner that debts would not be left for coming generations and administrations to inherit as the APC does and would want to see in Delta State.
