World PR Day: NIPR Urges Members To Uphold Integrity, Ethical Standards

…As Osakwe, Oghenesivbe, Igben, Anho, Nwabudike, others clamour for factual story telling in governance

Public Relations experts in Delta State under the umbrella of the Nigeria Institute of Public Relations, NIPR, on Wednesday in Asaba, urged its members, especially government spokespersons to always uphold the truth, self esteem, integrity and ethical standards in the discharge of their assigned responsibilities as encapsulated in NIPR’s Code of Ethics and Professional Conduct.

The PR experts selected from the academia, government and the corporate world brainstormed on the topic: “The Power of PR in Governance and Nation Building” to mark the year 2025 World Public Relations Day with the theme, “Building Bridges and Navigating Polarization.”

State Chairman and Fellow of NIPR, Godfrey Osakwe, said truth remains the oxygen of Public Relations, pointing out that propaganda, disinformation and misinformation are alien to public relations practice all over the world.

He disclosed that the Nigerian Institute of Public Relations (NIPR) was established in 1963, and attained the status of a Chartered Institute on 1st June, 1990 through Decree No. 16, now an Act of the National Assembly of the Federal Republic of Nigeria.

Osakwe further states that the Law empowers NIPR to register members, regulate, monitor the practice and development of the PR Profession, and at the same time monitor professional conducts through an established Code of Ethics and Professional Conduct.

He reminded governments and corporate leaders of the legal implications of hiring non members of NIPR as either government spokespersons, heads of communication departments, agencies, units as well as Public Relations Officers, pointing out that the Act of the National Assembly which established NIPR clearly states that only licensed members of the Institute are to occupy the above listed positions either in government or in the corporate world.

Osakwe who is a fellow of NIPR, urge licensed government spokespersons, Public Relations Executives and Consultants in Delta State and by extension Nigeria, to disassociate themselves from unethical practices, and to strictly abide by the NIPR Professional Code of Ethics, emphasizing the need for NIPR Members to serve without blemish.

“It’s our core assigned responsibilities to build bridges and navigate Polarization through factual story telling, strategic deployment of PR tools to build trust and mutual understanding by leveraging positive two-way communication to promote and encourage citizens participation in governance,” Osakwe said.

In the same vein, the Director General of Delta State Bureau for Communications and Orientation, Dr Fred Latimore Oghenesivbe Esq, said the World Public Relations Day is a global celebration of the public relations profession, highlighting its importance in building relationships, fostering understanding, and promoting positive communication.

He noted that the state’s NIPR topic titled, “The Power of PR in Governance and Nation Building,” was Apt, emphasizing the need for strategic and factual story telling, as well as crafting messages and creating contents that helps to build trust and mutual understanding between governments and citizens or between leaders and the led in public and private sectors.

Dr Oghenesivbe who is also the Public Relations Executive of the Delta State Chapter of NIPR, posited that it was, and still the duty of government spokespersons to professionally deploy both PR tools and two-way strategic communication to bridge gaps between governments, citizens, and stakeholders through transparent and inclusive communication, adding that PR is a management function that cannot be ignored by governments or responsible organizations.

“It’s the duty of licensed PR practitioners and government spokespersons to leverage PR to drive development and progress in corporate and public governance, highlighting successes, and promoting citizens engagement, projecting policies and programmes by constantly explaining them to citizens via multifaceted communication channels.

“The power of PR in Governance connotes building trust and credibility in government institutions, supporting development and progress, building bridges, foster understanding, and at the same time promoting positive change,” Oghenesivbe said.

The panel session featured distinguished voices from academia and the communication sector, including Dr. Joy Erure Anho, Deputy Rector of Delta State Polytechnic, Ogwashi-Uku; Dr. Collins Kediehor of Dennis Osadebay University, Asaba; Dr. Fidelis Chike Nwadike, Head of the Department of Mass Communication at Delta State Polytechnic, Ogwashi-Uku; and Dr. Harvey Egben, former Head of the Department of Mass Communication, DELSU, Abraka.

Collectively, the Panelists underscored the vital role of public relations professionals as strategic intermediaries between government and the public, tasked with countering misinformation, managing crises, and promoting truthful, impactful storytelling.

Ugboba/Ukwu-Nzu/Obomkpa: Three Communities On The Precipice Of Ecological Disaster Occasioned By Seemingly Failed NEWMAP Erosion Control Project

… As Ugboba Community Continues To Canvass For Urgent, Proper Flood Channelling

It is no longer news that Ugboba, Ukwu-Nzu and Obomkpa – three communities in Aniocha North Local Government Area of Delta State are faced with imminent ecological disaster if something urgent and proper is not done. This environmentally threatening danger has always been here until the NEWMAP came in to control its effect, but unfortunately, it turned out to have seemingly failed due to improper discharge of the flood water.

This is not an assumption, it is an acknowledged fact, even by the Government which has done its own investigation overtime and had assured to intervene to address the impending danger.

However, there has been allusion of land vibrations from blastings at the coal mining site in Ugboba and movement of coal carrying trucks as causes of the new and massive gully erosion now threatening the three communities. Against this background, a team of journalists decided to visit the terrain for a fact finding investigation.

Meanwhile, what was discovered was too glaring to be twisted as the truth of the matter. The obvious remains that the NEWMAP project seemingly failed to properly discharge the quantum of water coming from the three communities into a nearby river; but instead, terminated its discharge point halfway, thereby channelling the water into the bush. The overtime pressure had then developed into what is now a big gully from the NEWMAP project point of discharge.

Speaking to the newsmen at the gully erosion site was the Secretary of Ugboba Development Union, Chief Otobo Ofili, who gave a detailed information as regards the environment and possible cause of the gully in his response to questions by the journalists.

According to him, “The purpose of talking to you is to put the record straight and to debunk the false information by the President General of Obomkpa Development Union to the media. This gully as you can see used to be a flat ground. It was created by the failed NEWMAP project.

“Before this time, NEWMAP carried out a project around here, which was to address the threat of ecological disaster in this environment. It was after the job was done that we noticed the discharge point here, instead of channelling the flood water into a natural flow like a river. And of course, there is a stream not far from this point.

“So it was the quantum of flood coming from Obomkpa, Ugboba and Ukwu-Nzu that created this gully from the discharge point of the NEWMAP project. Even the stones used for the erosion control caved in and that started to affect the road.

“Again, I will like to use this medium to correct the erroneous impression created by the Obomkpa PG that this gully site belongs to Obomkpa. It’s a lie, even though the land had been in dispute. This road is the natural demarcation between the two communities – while Ugboba is on the right, Obomkpa is on the left, both facing towards Ukwu-Nzu. They should not try to suppress us because of our small size.

“You can also go to see the mining site which is very far from the gully site. The mining activity has nothing to do with this gully which is purely a result of a failed NEWMAP project. You can see that this is purely a result of the uncontrolled water coming from Ugboba, Obomkpa and Ukwu-Nzu, which NEWMAP wrongly discharged here instead of being channelled into a natural flowing stream.

“Besides, having noticed this impending ecological disaster, our highly revered king started reaching out to government long ago. One of such instances was the letter written to the Governor in February this year, which has been acknowledged. The Governor through the SSG is putting all modalities in place for Government to address the challenge. This effort should be applauded and supported for the benefit of the three affected communities, rather than this endless accusations that the mining activity was responsible for the gully and damaged road. Initially, they had said the mining was causing water pollution, then again that the mining company was operating an underground tunnel, and now they have resorted to claiming that there was ground vibration due to blasting with dynamite, thereby resulting to this gully.

“We should be better than this; all we should be talking about is how to collectively and collaboratively seek solution to this ecological disaster, rather than blame games”, Chief Ofili explained.

To further ascertain the authenticity of the alleged comment by the PG of Obomkpa Development Union in a recent interview at the same spot, claiming that the coal mining company was doing blasting, thereby causing ground vibration that resulted in the gully; we decided to also visit the coal mining site at Ugboba for confirmation.

At the coal mining site operated by Mosra Energy, we met with the Senior Mining Engineer, Obadun Kayode Lawrence who denied that the company does blasting to mine coal or operates underground tunnel. Besides not noticing anything that suggested such claims at the mining site, we nonetheless, spoke with the Engineers for further confirmation.

In his response, Engr. Obadun explained the process of mining, which he said is purely modern method. He added that the type of mining done at Ugboba does not require blasting or the use of tunnel, because Ugboba has soft soil which enables the company to do open cast system of mining.

He further narrated the process of mining which includes removal of the overburden (top soil) first, then extracting the coal, after which the reclamation of the soil begins for future agricultural purposes.

“Our mining here in Ugboba has no effect on the land or farming activity. It has nothing to do with ground vibration. The open cast is a modern mining system which is operational in developed countries like Canada, UK and others. We don’t do blasting or operate tunnels. Even the cost of buying dynamites is more than the gains of the coal, which invariably invalidates the claim of these people “, Obadun posited.

Delta NIPR Marks World PR Day 2025 With Call For Trust and National Unity

The Delta State Chapter of the Nigerian Institute of Public Relations (NIPR) joined the global celebration of World Public Relations Day 2025 with a high-level engagement held at the Professor Chike Edozien Secretariat, Asaba, Delta State.

With the theme “Building Bridges and Navigating Polarisation: The Power of PR in Governance and Nation-Building,” the event underscored the critical role of ethical and strategic communication in uniting a divided society and promoting accountable governance.

In his welcome address, Mr. Godfrey C. Osakwe,fnipr, Delta State Chairman, NIPR highlighted PR as a vital tool for fostering transparency, trust, and public participation. Speakers emphasised PR’s role in combating misinformation, managing crises, and promoting responsible leadership through truthful storytelling and digital engagement.

They called for stronger collaboration between government and communication professionals to deepen democratic values and national development.

An interactive Question & Answer session enriched the experience, especially for participating students from Dennis Osadebay University, Asaba, Youth Corp Members, and young professionals.

Mr. Larry Mogbeyiteren delivered the vote of thanks, applauding the vibrant turnout and urging continuous advocacy for ethical PR practice.

The event was a strong statement on the enduring relevance of public relations in shaping a more informed, inclusive, and united Nigeria.

Ned Nwoko Joins Akpabio, Other Senators To Extend Condolences To Late Buhari’s Family

In a heartfelt gesture of solidarity and respect, Senator Ned Nwoko, Senator Godswill Akpabio with other distinguished Senators visited the family of the late Former President Muhammadu Buhari to offer their condolences following his recent passing.

Senator Nwoko, representing Delta North Senatorial District, Senator Akpabio, the current Senate President and their colleagues arrived at the family residence on Wednesday 16th July, 2025 where they were received by family members, friends, and associates of the late President. The atmosphere was sober as the senators expressed their profound sadness over the loss of a leader who dedicated his life to the service of the nation.

During the visit, Senator Nwoko remarked, “President Buhari was a leader who rose to the challenges of our time, showing unwavering commitment to Nigeria’s development. His legacy of integrity and service will be remembered long into the future.” He extended his deepest sympathies on behalf of his constituency and the Nigerian people, acknowledging the significant impact President Buhari had on the nation during his time in office.

Senator Akpabio shared his sentiments, stating, “the late President was not just a politician; he was a father figure to many. Oshimili Entertainers Announces Plans For Town Hall Meeting

The Office of the Senior Special Assistant (SSA) to the Delta State Governor on Entertainment, in collaboration with all Heads of Entertainment bodies in Oshimili South and Oshimili North, has announced plans for a major Town Hall Meeting scheduled for July 30, 2025.

The announcement was made during a press conference in Asaba.

Speaking during the press briefing, the SSA to the Governor on Entertainment, Hon. Dr. Frank D Don, said the upcoming town hall is aimed at sensitizing  entertainers in the area about the recent political shift in the state.

“As you know, many of our leaders, especially the Governor, Rt. Hon. Sheriff Oborevwori, have moved from the People’s Democratic Party (PDP) to the All Progressives Congress (APC). It’s important we help the grassroots understand why.”

Dr. Frank D Don also stated that the town hall is part of a larger vision,  the “Entertainers Movement for Sheriff”,  a movement designed to unify all entertainment industry players in Oshimili North and South.

“This is the first time we are bringing all entertainers together in one body. We want to make sure that everyone belongs to the appropriate guild and is well taken care of. The welfare of entertainers in this region is a top priority.”

He added that it was also to formally endorse  Oborevwori for the 2027 governorship election, as entertainers believe in the vision of his MORE Agenda.

He said the endorsement was because we believe the MORE Agenda should continue for another four years,” the SSA explained.

According to him, the meeting will be a landmark event showing that entertainers in the state were not just performers, but active voices in shaping the future of their communities.

Present at the press conference were several key figures and heads of entertainment bodies from both LGAs.

Senator Ned Nwoko Says ‘Long-Overdue’ Oko–Patani Road Captured In NDDC Budget

Senator Ned Nwoko, representing Delta North Senatorial District in the National Assembly, has confirmed that the long-overdue Oko–Patani Road has been officially captured in the Niger Delta Development Commission (NDDC) budget.

The senator made this known on his Facebook page after the 25th anniversary celebration of the NDDC in Port Harcourt. The celebration brought together prominent leaders and stakeholders from across the country.

He congratulated the commission, the board led by Mr. Chiedu Ebie, and the entire leadership team for reaching a significant milestone and commended the ongoing reforms and renewed energy within the organization.

In his remarks, Senator Nwoko expressed optimism about the future of infrastructure development in the Niger Delta, describing the inclusion of the Oko–Patani Road in the budget as a promising step.

The proposed Coastal Road linking Asaba to Patani, now captured in the NDDC budget, is a bold, necessary, and entirely doable project,” Senator Nwoko said

The Oko–Patani segment, in particular, is of strategic importance to communities in Delta North, and its inclusion signals a real commitment to addressing years of infrastructural neglect.”

For years, residents of the Oko in Oshimili South axis have faced serious challenges due to poor road conditions, particularly during the rainy season when some areas become impassable.

The Senator noted that the road, once completed, will unlock economic potentials, improve access to essential services, and enhance regional integration.

Nwoko also used the occasion to call for sustained political will and inter-agency collaboration to ensure that captured projects are not only funded but also executed to completion.

“The journey to a more developed Niger Delta continues,” he added.

We must all remain committed to turning budget lines into visible, life-changing infrastructure on the ground.”

The NDDC was established in 2000 with the mandate to facilitate the sustainable development of the oil-rich Niger Delta. The commission’s recent reforms and its renewed emphasis on legacy projects have drawn optimism from both lawmakers and local communities.

Onyeme Resolves Dispute Between Ebendo And Obodo Ugwa Communities

The Deputy Governor of Delta State, Sir Monday Onyeme, FCA, on Wednesday, resolved the dispute between Emu-Ebendo and Obodo Ugwa-Ogume Communities in Ndokwa West Local Government Area of the state.

At a meeting held in Asaba between the communities and Energia Limited, the Deputy Governor said, “Government is aware that there is a Supreme Court Judgement concerning land dispute between Emu-Ebendo and Obodo Ugwa Ogume communities and that judgement affirmed that Ebendo is the landlord and Obodo Ugwa is an imparted community.

“I am presiding at this meeting because it affects me as an Ndokwa man, so, we should tow the line of peace for us to enjoy the benefits of being host to oil company.

“There is a Supreme Court Judgement and if a Supreme Court says this is it, that is it; I also know that it is difficult for the Supreme Court to reverse itself.

“Anybody who is acting or seems to be acting contrary to the judgement is seen to have violated the Judgement and there are consequences.

“We must stand on the truth and the truth according to the Supreme Court, Ebendo is the landlord and Obodo Ugwa is an impacted community.

“Let us abide by the formula that Energia is using in the implementation of the Memorandum of Understanding.

“Energia, in accordance with the Law, let the formula that you have been using continue.

“If you want to revive the matter and the Supreme Court reverses itself, we will abide by it.

“Having peace is very important, without peace, we cannot get development, we cannot grow, so, let us embrace peace, let us abide by our agreement today that Energia will work without disturbance and that Ebendo and Obodo Ugwa will continue to live in peace, so, that government and the world will continue to appreciate us as peaceful people.”

Mr Oladimeji Bashorun, acting Managing, Energia Limited, stated that the sharing formula used in catering for the host communities will not be altered

Chief Oju King Nejichi who led Obodo Ugwa community and Chief Sunday Enewuzo who led Emu-Ebendo to the meeting thanked the Delta State Government for the intervention.

The assured the Deputy Governor that they will be peaceful and abide by the resolutions reached.

Funkekeme Charges Civil Servants To Align Policies With MORE Agenda

The Senior Policy Adviser, to the Delta State Governor, Rt. Hon. Funkekeme Solomon has enjoined civil servants to acquainted with the dynamics of policy formulation that will align with the Governor’s vision, which finds expression in the MORE Agenda.

Funkekeme gave the admonition while delivering his welcome address at the opening ceremony of a one-day workshop on Effective, Efficient Government Policy Formulation and Implementation for officers on SGL 15-17 in the state Civil Service with the theme “Understanding the M.O.R.E. Agenda in Policy Implementation” at the Prof. Chike Edozien Secretariat in Asaba.

He urged civil servants to synchronise the objectives of your Ministry, Department and Agency with contemporary challenges as well as the vision of every Governor.

According to him, the workshop which was timely underscores the importance of adopting a collective approach to policy formulation and implementation with the objective of achieving desired results. Every Government revolves around the AGENDA of the Governor, who is the leader of the Government and likewise the owner of the VISION.

While noting that the seminar was in furtherance of two key components of the MORE Agenda:’ Opportunities for All ‘ and Realistic Reforms ‘, hence the need for stakeholders engagement as well as orientation for the civil service to ‘appreciate and key into the policy plan ‘ of the administration.

“While the essence of government lies in the structures and institutions that exercise authority and make decisions for a society, governance encompasses the processes and practices through which those decisions are made and implemented, the manager of these processes, procedures and rules is the BUREAUCRACY”.

“As the engine room of the government, we believe that public service should be dynamic. While every agency and department have their peculiar policy frameworks, they are not cast in stone”.

The Senior Policy Adviser to the governor said Oborevwori conceptualised the MORE Agenda as a template to advance the state through good governance, adding that it was an all-encompassing framework designed to put Delta State on the top pedestal of development.

Declaring the seminar open, the Deputy Governor, Sir Monday Onyeme, reiterated the Oborevwori’s led administration commitment to the continuous training and retraining of civil servants to equip them with modern skills for effective service delivery.

He said the MORE Agenda of our amiable Governor, Rt. Hon. Sheriff Oborevwori, was carefully designed to deliver optimal governance to our people and prepare our state for future challenges.

Onyeme urged the participants to apply the knowledge they will acquire from the workshop in ways that enhance government operations and service delivery.

He advised them to be ambassadors of the knowledge by sharing it with their colleagues and teams.

While encouraging them to actively participate in the seminar, he urged them become true agents of the MORE Agenda, working together to give Deltans more.

Delivering his lecture on M.O.R.E. Agenda as Vehicle For Realistic Reforms and Policy Implementation, the immediate past Vice Chancellor of Delta State University, Abraka, Professor Andy Egwunyenga said public servants were responsible for the practical aspects of policy execution, including planning, resource allocation, and ongoing monitoring and evaluation.

He added that they play a crucial role in translating government policy into action, ensuring that decisions made by elected officials are effectively implemented and delivered to the public.

“The relationship between politics and administration is inherently complex because elected officials politicians create laws through the legislative process. Administrative officials serving in the agencies of government are tasked with implementing the policies made by elected officials. Both groups share in the responsibility of development, peace, and security”.

“After two years, the impact of the M.O.R.E Agenda is already being felt by our people. This workshop will no doubt add the impetus for full realisation of the expected outcomes of job creation, improved living conditions and economy, better infrastructure, efficient educational and health care systems, and social stability for all Deltans”.

The event also had a development consultant, Ms. Augusta Keneboh as guest speaker.

Highlight of the seminar was an interactive session where participants to review the policies of their organisations with an aim of been aware of the essentials of MDAs’ policy thrust, align such thrusts with the M.O.R.E. Agenda in their implementation and assist in developing and carrying out realistic reforms in their MDAs

Tompolo Mourns Ex-President Muhammadu Buhari

The Chairman of Tantita Security Services Nigeria Limited (TSSNL) and the Ibe-Ebidouwei of the Ijaw Nation, High Chief Dr. Government Oweizide Ekpemupolo, alias Tompolo, mourns the late former President Muhammadu Buhari.

This was made known in a press statement signed by him.

According to him, Buhari was a principled and patriotic Nigerian who contributed his quota to the development of Nigeria during his tenure as  President from 2015 to 2023.

“He was not a materialistic person and was content with what God blessed him with”, he stated .

He sought persons of character, goodwill, and vigour to serve the country while he was President.

That informed his hiring of Tantita Security Services Nigeria Limited to handle the surveillance of critical oil and gas facilities in 2022, when the country’s oil and gas infrastructures were bleeding.

Today, the story is different as the country is progressing steadily towards attaining a peak in oil production, he stated.

Nigerians will miss his contributions to the unity and peace of their country.

I extend my heartfelt condolences to the country, his family, and close associates.

“May his soul rest in peace”, he concluded.

Delta State Capital Territory Development Agency Commences Flood Control Operation

In a proactive move to mitigate flooding and ensure a cleaner, healthier environment, the Delta State Capital Territory Development Agency (DSCTDA) has commenced a comprehensive flood control operation across the capital territory.

The exercise includes the desilting of drainage systems, clearing of overgrown grasses, and evacuation of resultant silts and debris to government-approved dumpsites. This effort is part of the Agency’s ongoing strategy to improve stormwater flow, reduce the risk of flooding, and enhance environmental sanitation.

The Director-General of the Agency, Mr. Patrick Ukah, while speaking on the initiative, stated that the operation is a critical aspect of the government’s flood management and urban sanitation plan.

This exercise is vital to safeguarding lives, property, and public infrastructure. By ensuring our drains are cleared, we’re reducing flood risks and improving environmental health across the capital territory, Mr. Ukah said.

He called on residents to support the operation by refraining from indiscriminate waste disposal into drains and maintaining good environmental practices.

The flood control effort is being supervised by Mr. Isaac Nwosu, the Head of Environment at the Agency, who is coordinating the field operations to ensure quality and timely execution.

“We are deploying teams across major areas to thoroughly desilt drains and evacuate debris to approved dump sites. It’s a coordinated effort with strong community involvement”, Mr. Nwosu explained.

Environmental health officers, sanitation workers, waste management contractors, and community volunteers are all participating in the exercise, reflecting a united front in the fight against flooding and environmental degradation.

The Delta State Government, through the DSCTDA, has reiterated its commitment to building a cleaner, flood-resilient, and sustainable capital territory for all residents.
