The Delta State Commissioner for Local Government Affairs, Hon. Kelly Penawou, has extended warm felicitations to the Governor of Delta State, Rt. Hon. Sheriff Oborevwori, on the occasion of his 63rd birthday, describing him as a humble, visionary leader whose commitment to the development of the state has remained exemplary.
