A serving councillor in Ukwuani Local Government Area of Delta State, Chukwuemeke K. Victor, has officially declared his bid to represent the Ndokwa/Ukwuani Federal Constituency in the 2027 House of Representatives election after obtaining the All Progressives Congress (APC) expression of interest and nomination forms on Tuesday, April 29, 2026.
Victor, an APC stalwart and one of the youngest aspirants in the contest, had earlier announced his intention to run, describing his ambition as a “New Era, New Order” movement built on the principles of transparency, accountability, and inclusive governance.
Speaking shortly after completing the nomination process, he pledged to offer effective, people-focused representation through legislative actions aimed at boosting the economy, enhancing national security, and creating more opportunities for constituents.
According to him, the journey began with a firm conviction to represent the people, a dedication to service, and a passion for making a greater impact in shaping national conversations. He also expressed gratitude to supporters across the Ndokwa nation and political allies nationwide for their backing.
Popularly known as “Mr Due Process,” Victor has gained recognition for challenging long-standing practices in local governance. His political involvement started through the Ndokwa Neku Union (NNU) in Abuja before he formally joined partisan politics under the APC in 2015.
His political profile rose significantly across Ukwuani, Ndokwa East, and Ndokwa West after emerging as councillor for Ward 19, Ezhionum, in 2024, where he became known for his strong oversight role and advocacy for institutional accountability.
Shortly after assuming office, he reportedly uncovered inconsistencies in the council’s financial records during a budget presentation, a development that generated internal opposition but drew public attention to accountability concerns within the local government.
Despite the pushback, Victor proceeded to file petitions to anti-corruption and oversight agencies, including the ICPC and EFCC, as well as other relevant institutions, seeking clarification on the council’s financial operations.
Observers say his actions helped trigger changes in administrative processes, including the introduction of regular town hall meetings by the council chairman to provide updates on governance and stewardship.
Beyond his oversight efforts, Victor has also championed several grassroots initiatives, such as the renovation of the Ezhionum Kingdom town hall, provision of boreholes, empowerment of over 20 youths, including women, through governance exposure programmes, and support for education through the engagement of teaching aides.
In what he described as a commitment to transparency, he also ensured that constituency funds were paid directly into the account of the community development association for collective management of development resources.
At the centre of his 2027 ambition, Victor said, is a determination to strengthen accountability, promote participatory governance, and provide result-oriented representation at the federal level.
His entrance into the race is seen as an early signal of heightened political activity in the Ndokwa/Ukwuani Federal Constituency, ahead of what is expected to be a highly competitive election.
Campaigning under the slogan “A New Era, A New Order Mandate,” Victor is presenting himself as a reform-minded candidate determined to reshape political representation in the constituency.
