The Director-General of the Delta State Orientation and Communications Bureau, Dr. (Barr.) Wilfred Latimore Oghenesivbe, JP, has been nominated for the Leadership in Media and Communication Strategy Award at the 2026 Delta Icons of Goodwill Awards in recognition of his outstanding contributions to strategic communication, public affairs administration, leadership and good governance.
The nomination, conveyed in an official letter by the Board of Management of the Delta Icons of Goodwill Awards, described Dr. Oghenesivbe as an accomplished strategic communication and public relations expert, legal practitioner, political scientist and public affairs administrator whose professional accomplishments and commitment to excellence have continued to make significant impact in Delta State and beyond.
According to the organisers, the award is in recognition of his distinguished leadership in government communication, his unwavering commitment to ethical public service, and his sustained efforts at strengthening professional capacity within the media industry through the annual Delta Communications Workshop, an initiative that has continued to equip media aides, information managers and media practitioners with contemporary communication skills and best practices.
The Board further noted that the award seeks to celebrate outstanding men and women whose leadership, resilience, consistency, innovation and influence continue to drive development, inspire excellence and promote positive change across society, adding that Dr. Oghenesivbe has earned his place among Delta State’s notable changemakers through years of dedicated service and professional distinction.
Since his appointment as Director-General of the Delta State Orientation and Communications Bureau by His Excellency, the Governor of Delta State, Rt. Hon. Sheriff Oborevwori, Dr. Oghenesivbe has provided strategic leadership in the implementation of government public orientation and communication programmes. Under his leadership, the Bureau has intensified public sensitisation campaigns, strengthened stakeholder engagement, enhanced government-media relations and effectively communicated the policies, programmes and achievements of the State Government in line with the Governor’s MORE Agenda.
A highly accomplished professional with over three decades of experience spanning law, strategic communication, public administration, media relations, governance and public policy, Dr. Oghenesivbe has served in several key communication and policy advisory capacities within government and the political sphere. He is widely acknowledged as one of Nigeria’s leading authorities in strategic communication, public affairs management and governance advocacy.
Beyond public service, he has distinguished himself as a prolific writer, public affairs analyst, columnist, motivational speaker and researcher with impressive academic credentials, including qualifications in Political Science, Law, Mass Communication, Public and International Affairs, Information Management Strategy, while currently pursuing a Doctor of Philosophy (Ph.D.) in Mass Communication.
The award presentation will take place during the Delta Icons of Goodwill Awards Grand Gala scheduled for Sunday, July 26, 2026, at Times Event Center, Reclamation Road, Sapele, Delta State, beginning at 3:00 p.m.
